General city development plan until the year 2020
Moscow's urban development strategy shall:
- meet the socially significant requirements established throughout
the city's territory and for all sections of the population as regards
the accessibility of housing, jobs, education, health care, everyday
services, entertainment, transport, communications and information,
security, engineering support, and infrastructure accomplishment;
- meet the long-term interests of Moscow residents as regards the use
of the city's territory for the benefit of one and all;
- make the city as attractive as possible in terms of its
architectural, investment and business activity development potential;
secure the diversity and liberty of these activities within the limits
of the urban development requirements established under the law.

The General Plan spells out some special requirements concerning
regulation of urban development activities in the city areas affected
by Moscow's fulfillment of its functions of the Russian Federation
capital or protection of the specially selected natural assets and
immovable historical/cultural monuments of federal importance. The
following categories include territories occupied by:
- supreme bodies of legislative, executive and judicial power of the
Russian Federation, with adjacent areas, as well as territories
occupied by other federal government bodies;
- governments of the Subjects of the Russian Federation and the Moscow
offices of the diplomatic missions of foreign countries;
- federal telecommunications systems, generally accessible federal
motorways and other transport systems of federal significance within
the borders of Moscow;
- National Park "Losiny Ostrov";
- historical or cultural monuments of federal importance, with
adjacent protected zones.
The General Plan lists priority measures as regards the placement,
construction, reconstruction and restoration of sites that make it
possible for Moscow to fulfill its functions of the capital of the
Russian Federation. These measures have been developed on the basis of
proposals advanced by federal government bodies in accordance with the
guideline directions of Moscow's urban development, the established
rules of protection of natural and cultural assets, and the existing
division of Moscow into urban development zones.
According to the Law of Moscow City "On city-planning zoning of the
Moscow territory", general layout includes general drafts of the
functional, construction and landscaping zoning of the territories.
These drafts reflect functional purposes of the territories and are
the basis for various investorsT propositions to improve the
feasibility of the projects and their compliance with current city
needs.
Zoning is formed by the architectural subdivisions of the city and
territorial authorities. According, to the general city plan up to
2020, territorial formations have their own city-planning drafts.
Local self-governing organs participate in the development procedures,
approval and realization of the city-planning drafts. The above
mentioned organs make final decisions on creating and developing such
projects.
City-planning drafts of each territorial unit of this city solve the
long-term tasks of the total city development. In order to reach these
objectives territorial self-governing organs mm specified purpose
programs. Independent territorial units with their own special status,
activities and authority (according to the city laws) can be formed
for the period of program(s) implementation. City development
activities in the territories and territorial units are coordinated by
the city-planning drafts and industrial and territorial self-governing
local organs, as well as by self-governing organs of territorial units
with a special economic status.
Priorities of the perspective territorial development are
environmental protection projects, preservation of historic and
cultural inheritance, development of transportation, engineering and
social infrastructures and complex design and renovation of the
territories. There are specific, business activity zones for foreign
investors, trade, construction of hotel chains and tourist objects.
According to Moscow standard acts, each city-planning draft has
concepts and layouts of developing and placing objects on the reserved
locations. As an example, see a general layout of developing and

Most of the territories offered to the investor for construction of
new buildings or reconstruction of the old ones are industrial zones.
Usually their functional purpose ought to be changed to prepare these
objects for further development.
